Bug Description
Steps to reproduce:
1. Add cluster in ha mode with ceilometer
2. add 1 compute + 1 controller + 1 mongo role
3. enable ceilometer service in settings
4. Try to deploy
Expected result:
Deployment starts
Actual result:
Deployment is unavailable in UI with message listed on attached image

This is not the bug. It's not the HA when you're having in the HA mode one mongodb instance. That's why this UI restriction was introduced and it was the bug for that, actually.
