Time zone search does not sort matches by relevance

Bug Description
When I search for a time zone by entering the name of a city, I would expect the best matches for that option to be near the top of the list, with partial matches following.
Instead all the possible matches are presented, sorted alphabetically. This is awkward because to the user it will appear the tool isn't able to find the city that is being searched for.
For example if I search for "Roma" I would expect "Roma, Latium, Italy" to be at the top of the list, not "Adjud, Romania" as it happens now.
