[Clock] Transition to alarms is jarring

Bug Description
Because the app doesn't have a page header on the default page, any transition to where the header is shown is quite disturbing.
In the case of alarms you slide the alarm pane up until it reaches the top and only then the header is shown.
It would probably be best if the header slid out and "met" with the bottom pane in the target position.
