Acq: Move Acqusitions Admin Menu

To access the admin parts of acquisitions you currently have to go Admin -> Server Administration -> Acquisitions -> Funds (or your desired option). The menus can get unwieldy as they expand out. I also don't think Server Administration is necessarily the best place for acquisitions as some of the admin functions are used on a regular basis by local staff (ie. Funds).

Ideally I'd like to see Admin -> Acquisitions Administration -> Funds (etc.) I think this would make finding the admin side of acquisitions much more intuitive.

Note -- this requires that you do 1 of 2 things:

1. Build and distribute a new staff client
2. Replace C:\Program Files (x86)\Evergreen Staff Client Master\chrome\content\main\menu_frame_menus.xul on each installed staff client (assuming you are running master) with the one from this working branch.

A quick look at the commit diff (http://git.evergreen-ils.org/?p=working/Evergreen.git;a=commitdiff;h=feb4c1920610eaec4b827ad80eb73fc86e4e6668) will give you an idea of how you can edit this for other versions on your local machine.

Interesting... marking as wishlist and noting that we may want to add a brief release note here as this change will be interesting for new systems. Potential 2.9 alpha target selected if this makes it towards 2.9 changes in general.

Made a small change to the XUL file so that we used spaces instead of tabs for the moved menu area.

Pushed to master, along with a brief release note on the change.
