Bug Description
requested_network is a tuple of (net_id, fixed_ip, port_id). Some of the members can be None depending on the user input, for example, of the nova boot command. When SR-IOV tries to use it for SR-IOV, it needs to add a pci_request_id into it. Concerns are raised on the tuple's expandability, and its being prone to error when packing/unpacking the tuple.
