[juno] Fuel from master: docker container OSTF failed to start

Note: this is ISO with OpenStack Juno release candidate.

Steps To Reproduce:
1. Build Fuel ISO from master with OpenStack packages from master branches and with commit https://review.openstack.org/#/c/116667/ (like http://jenkins-product.srt.mirantis.net:8080/view/custom_iso/job/custom_master_iso/91/)
2. Download image and start Fuel master node deployment.

Observed Result:
Errors during Fuel node deployment, OSTF container can't start.
I performed 'dockerctl check' and I can see errors during OSTF container check (please see attached screenshot)

"this is error with paramiko requirements in OSTF": need to use version >= 1.13 instead of < 1.13.

Was not this fixed? According to passing BVT & smoke tests, OSTF works fine at least for CentOS and Ubuntu in basic scenarios.
