Bug Description
Steps to Reproduce:
Scenario:
1. Create cluster with Centos, simple mode, nova networking
2. Add 1 node with controller role
3. Add 1 node with compute role
4. Deploy cluster
5. Reset settings
6. Update net
7. Re-deploy cluster
8. Run OSTF
Expected Result:
Cluster was re-deployed. OSTF p0assed
Actual:
Deployment failed on step 4 - deploy cluster
puppet can not start keystone with message:

After environment reverting I run keystone manually without problems:
[root@node-1 ~]# /sbin/service openstack-keystone status
keystone is stopped
[root@node-1 ~]# /sbin/service openstack-keystone start
Starting keystone: [ OK ]
[root@node-1 ~]# /sbin/service openstack-keystone status
keystone (pid 23019) is running...
