[ostf] Heat OSTF test "test_autoscaling" is unstable

After analysis of night Jenkins job results was determined that Heat ostf test "test_autoscaling" is periodically fail.
Generally test is in work state, but need to investigate and fix issue with periodic fall.

I confirm that it should be fixed. It happens, because task to write statistic records in DB has different period equal 1 minute.
In the same time when we check data for autoscaling we look back only on 30 seconds and can not find any records.

The change in review above fixes the VM load release command that IMO was too broad (and probably by chance killing some other unrelated processes).

    Fix VM load release in Heat autoscaling tests

    Make load release command more targeted in killing a CPU loading process
    by getting its actual PID.

    The exact implementation in two ssh commands is due to pecularities of
    bash in Fedora 17 used as image for VMs in autoscaling test.
