Inertial scrolling is affecting zoom while pressing Ctrl

Bug Description

Tested system: Ubuntu 14.04, Compiz 0.9.11.2

Expected behaviour #1 - Zoom with ctrl+vertical scroll: when we use the touchpad vertical scroll while pressing the control key, a default behaviour (on apps who have zoom controls like Chrome, Firefox, Sublime) is to apply zoom. This works perfectly on Compiz.

Expected behaviour #2 - Inertial scrolling: when we use the touchpad vertical scroll fast and suddenly release, the scroll must keep scrolling, slowing down until stop (a very cool behaviour). This is called "inertial scrolling" and this works perfectly on Compiz.

Unexpected behaviour: while the inertial scrolling is running (we don't are pressing the touchpad scroll anymore), if we press the control key, the expected behaviour its to (in my opinion) not apply zoom (zoom its for control plus touchpad physical touching only), just scrolling and ignoring the control+key. But instead, its applying zoom.
