unit tests for all series and archs fail

Build: #1741 Revision: gitbranch:master:github.com/juju/juju 13fa8b5d Version: 1.21-alpha1 failed most of the unit tests.

We need to find common failures ot identify what unhinged the whole suite

This isn't a sudden common failure that has unhinged the whole suite, it is three separate, well known problems:

* JujuConnSuite - Panic: no reachable servers (PC=0x414676)
* Replicaset IPv6 failure to start
* cmd/juju tests taking a LONG time

Both the i386 and power failure are hitting timeouts with cmd/juju because we write crap tests.

The other two are intermittent failures.

Taking off the regression tag as sadly these issues have been with us for a while.

I changed the AWS instance type used to run the tests to "c3.2xlarge".
That has made the tests start passing again. It's only a band aid, but fixing the tests will be a major undertaking :-(
