add-apt-repository doesn't work

Bug Description

Running add-apt-repository on RTM doesn't work because the contents of /etc/lsb-release are wrong:

DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=14.10
DISTRIB_CODENAME=utopic
DISTRIB_DESCRIPTION="Ubuntu Utopic Unicorn (development branch)"

Even if I hack this to say '14.09' instead of utopic I get an error about a missing template. It looks like a little bit of work is needed to make add-apt-repository and such tools work on the RTM branch.

I was told that fixing add-apt-repository is orthogonal to fixing base-files. Hence I'll use bug 1362496 for base-files, and retitle this back to the original issue.
