Hybrid Graphics, overheating with fans running constantly

Bug Description

I have a Dell Inspiron 3521 with AMD/Intel hybrid graphics.
OS - Ubuntu 14.04.1 (Linux kernel 3.13.0)

1:DIS: :DynOff:0000:01:00.0

Fan runs constantly, and battery backup is maximum 2 hours or even less sometimes using the open-source drivers.

I have posted a similar info for xserver-xorg-video-ati because I found a bug report #1304912.
But recently I installed fglrx drivers to see if I get better results and changed the driver in use to Intel from the Catalyst-Control-Center.
The observation I made was that the problem persisted even when only the intel drivers were in use.
So there could be problem with xserver-xorg-video-intel as the discrete graphics card is shown to be dynamically off.
