unity8's private QML import path should take precedence

Bug Description

We've had an issue today that one of our internal plugins (Ubuntu.Connectivity) clashed with the public interface name.

While we probably need to clean things up anyway and avoid such name clashes, it feels safer if our private plugin dir took precedence over the default path.

I'd prefer we didn't have clashing module names. What if we want to use functionality from the public instance as well as our private one? But initial fix to reorder directory list would do short-term
