Inkscape does not register the *.svg file extension

Bug Description

I am on Windows 7 (64bit).
- uninstall all versions of Inkscape and also assure that there are no traces in the registry to simulate the normal case that a user installs Inkscape on a new PC.
- now install Inkscape 0.48.4 or 0.48.5 or 0.91pre2

result: SVG files are still opened with the Internet explorer although the Inkscape installer said that it will register the *.svg file extension. So if the user clicks on a SVG file he will not get it opened in Inkscape. This cannot be the goal of Inkscape. I mean the user can decide in the installer if the extension should be registered or not and if he says yes, it should really be registered.

This bug in the Windows installer was introduced somewhere in te 0.48.x series and is still in the latest 0.91pre release.

This bug seems to be fixed in Inkscape 0.91 final.
