bluetooth system settings and bluetooth functionality not working

Bug Description

Having issues on my Vaio pro 13 with intel 7260 wireless card. Wifi, NFC work fine but bluetooth is giving me a lot of issues.
Everything was workign fine out of the box on Luna with 3.11 kernel.
On Freya, Bluetooth settings cannot be accessed - panel freezes and has to be force closed.
On live distribution of Freya from USB stick, I can access the bluetooth settings panel, but as soon as enabled turns itself off again.
Updated to latest kernel (3.15), no help.
Checked kernel startup messages, bluetooth is properly detected.
tried to start bluetooth manually from init.d (/init.d/bluetooth) and got message "cannot get on d-bus).
checked the file and realized, that the specified dbus-daemon does not exist in /usr/bin but in /bin/ - changed the directory to /bin and rebooted.
Bluetooth can now be enabled through wingpanel button and made visible. tried to open settings again but to no avail.
I then tried to pair from my android phone and surprise, I could pair without any passkey.
after pairing I could mount my android filesystem via bluetooth and access the folders/copy files.
So bluetooth functionality seems to be there, but something seems to be screwed up in the daemons and the systempanel configuration.

just a heads up, couple of days ago a bunch of bluetooth related updates were pushed through software center. Since then, my workaround detailed above does no longer work! The bluetooth icon has disappeared again from wingpanel and I cannot access the phone anymore - also when initiated from the phone side. Hope this offers some additional insights, if not let me know if you need more details.

I am also experiencing problems with bluetooth eOS Freya 0.3. Bluetooth doesnt seem to detect any nearby device, and the PC is also not being detected by other devices.

Here same problem. Bluetooth icon dissapeared after installing updates from the update center. Can't enable it via Bluetooth System Settings window.

Does it re-appear from time to time? After for example a reboot / sleep / suspend etc.
When it disappears, is it still listed in `rfkill list`?
When it is I can sometimes get it back by running "sudo modprobe -r btusb", "sudo modprobe btusb" and "sudo service bluetooth restart".
