OS deployment doesn't finish. rabbitmq-server-murano hangs

Steps to reproduce:
1. Install OS(HA, Ubuntu, 3 Controller+mongo, 1 compute, ceilometer, murano, sahara, neutron gre)

Actual result:
OS deployment on 1-st controller hangs, last that we can see in puppet logs:
