Bug Description

Agent seems to use management interface to set the boot device, but doesn't have management interface for AgentAndIPMIToolDriver and AgentAndIPMINativeDriver.

    Add management interface for agent drivers

    This commit adds management interface for the agent drivers
    AgentAndIPMIToolDriver and AgentAndIPMINativeDriver, which is
    required for setting boot device.
