items drawn from File Roller don't interact with Pantheon Dock

Bug Description
items drawn from the file manager can be brought over any icon in Pantheon Dock in order for the corresponding window to be put forth and further interacted with.
This should happen with File Roller too, and any other software allowing to drag and drop stuff outside of their own window.
step to reproduce
- Open the file manager
- hide it (minimising or behind another window)
- open a compressed archive
- draw a compressed file over to the file manager icon in the dock
- the file manager doesn't come in front.
