master sync scratching no longer works

Bug Description

Before, I had it set up so that the SYNC_MASTER was processed first, then everyone else. This ensured that the followers got the exact rate information from the master, keeping them perfectly in sync. In my sync_fix branch I removed this special treatment, so now all the buffers get updated at the same time. This means the followers are always one buffer behind with their rate information, so they fall out of sync with heavy scratching.

I guess I should just restore my special treatment, huh.
