Bug Description
Before Juju 1.20, stable versions used even minor numbers and devel versions used odd minor numbers. This behaviour was changed after 1.20 - that is, 1.21 will be a stable release. Alpha and beta release tags are now used to indicate devel releases.
The upgrade-juju CLI command has not been updated to handle the new release numbering scheme. It still expects to find the next stable release by incrementing the minor version by 2. See upgradeContext.
