Documentation should accurately list supported browser levels

Bug Description

Based on conversation in IRC 20 Aug 2014 our browser support is:
latest firefox, latest chrome, IE 9+ with some lower priority support for latest safari, and latest opera.

Maybe this could be restated as
Horizon is primarily tested and supported on the latest version of Firefox, the latest version of Chrome, and IE9+. Issues related to Safari and Opera will also be considered.

This should be added to someplace prominent in the documentation. Maybe https://github.com/openstack/horizon/blob/master/doc/source/faq.rst.

The statement should be corrected on
/doc/source/contributing.rst

Statement can be refined as info is recorded in https://wiki.openstack.org/wiki/Horizon/BrowserSupport

Based on Cindy's comment, a more accurate message may be:

"Horizon is primarily tested and supported on the latest version of Firefox and the latest version of Chrome. Issues related to Internet Explorer, Safari and Opera will also be considered."

Or am I going too far?

IE should be included in the support list. From a developer perspective this is unfortunate, but from a perspective of large corporations using OpenStack, some require IE as the browser. We should support these users.

The Safari and Opera issues _should_ be minor as Opera and Safari are currently WebKit based and Chrome is WebKit/Blink based. Opera has announced a shift to Blink as well. I have seen strange Safari specific layout issues though in the past.

Summary, include IE 9+ in the supported list.

    Modified docs to list supported browsers

    As reported in the bug, the documentation needs to be updated with
    a list of browsers we support. This patch adds faq entry and updates
    information for contributing.
