IPMI power query fails when trying to commit config changes

Bug Description

I get a lot of log errors like this.

Aug 18 16:30:36 trusty-maas5 maas.power: [INFO] Observed power state change for node: gigantic-show.local (node-d7c91606-26f4-11e4-b034-00163eb04844) changed from unknown -> ERROR: Failed to commit `Chassis_Power_Conf:Power_Restore_Policy'#012 off

This causes my node's power state to be unknown.

We shouldn't be trying to commit these settings changes when querying power.

Commenting out the template lines that do the config commit makes the error go away and I get properly reported power status in the GUI.

The converting to python for the power control, will fix this. But you could easily fix this in the template.
