[Dell Inspiron 5420] Ethernet connection with Atheros AR8162 [1969:1090] is not stable on 12.04.5

Bug Description

CID: 201202-10508 Dell Inspiron 5420

This system was certified with 12.04.2, and the Ethernet connection works fine on 12.04.2 + update (also with 12.04.3 stock image), but it's not stable on 12.04.5 (or 3.13 kernel, since it's having the same issue on 14.04 as well)

Steps:
1. Install 12.04.5 by PXE installation, boot to desktop
2. Run 'sudo apt-get update'

Expected result:
* System successfully installed, sudo apt-get update terminates normally

Actual result:
* 12.04.5 successfully installed, but while trying to run sudo apt-get update, it will stuck at the middle, you have to wait it to recover

It seem that mtr and ping command won't trigger this issue (browsing webpages will)

Verified with 201202-10511 which has the same Ethernet controller, AR8162[1969:1090] (rev 08), but it doesn't have such issue.

I've installed 12.04.2 via USB on 201202-10508, and update the system to the latest 3.5 kernel (the Ethernet controller needs to be update, see bug 927782), the Ethernet connection seems working well, 'sudo apt-get update' command works like charm

I'll verify it with 13.10 later.
