[System tests] Need to add check that Fixed network CIDR on controller is default value

We need to add check to some test that Fixed network CIDR on controller is the same as it was set on network settings tab before deployment

Please always use custom networks in tests, ensuring that non-default values of IP and netmask are being propagated. We must have such checks for every single network which we use, but you might want to create a separate tasks for it.
Also, we must ensure that both nova-network and Neutron networks are covered.
