Here is the what causes the problem:

I was able to correct it by removing the mono-xsp-base and
sudo apt-get -f install mono-xsp-base=1.2.1-1ubuntu1

I could only get
sudo apt-get -f install mono-xsp-base to work after first killing the mono process.

I had recurrent problems. Stopping the mono-xsp server, then removing mono-xsp, mono-xsp-base(and installed at version 1.2.1-1ubuntu1) and then upgrading to the 2 versions preventing the problems from recurring again.

This bug has long been fixed in the packaging.
