Can not configure fixed network with mask more than 24

Steps to reproduce:
1. Create cluster: Centos HA, nova Flat, 3 Controllers 1 Compute
2. Configure fixed network with mask more than 24 (see the screen)

Expected result:
The network configuration will be saved
Actual result:
Network configuration does not saved, appears the error(see the screen)

Problem is in network checker (https://github.com/stackforge/fuel-web/blob/master/nailgun/nailgun/network/checker.py). It must not check number and size of fixed network when FlanDHCPManager is selected.
