add a gear menu to the headerbar

Bug Description
We're pretty damn close to killing the menubar, so let's deal the finishing blow!
We should add a gear menu to the headerbar. But since there are no other tool items, let's use a 16px "open-menu-
It should include the following items (tentatively):
Import From Folder...
Import From Application...
--
Undo
Redo
--
Preferences
These items should be removed from the menubar in the branch that solves this.
