Bug Description
Slave can be created from master that's not in ACTIVE state
Use case: Master instance is not ACTIVE. In this case we need to check if master is ACTIVE and raise HTTP 422 UnprocessableEntity in cases when status is something else than ACTIVE (BUILD, ERROR, BACKUP, FAILED, RESIZE, etc.).
