pptp VPN is not re-configurable

Bug Description
steps to reproduce
add a pptp vpn
save the configuration
close the applet
click [VPN Connections} -> [Configure VPN]
select the connection you just created
As you can see here everything is greyed out
NOTHING can be edited.
You can't even do something as simple as changing the vpn name.

same for openvpn. 'configure vpn' is greyed out.
trying to open the vpn configuration window via network settings results in an error messagebox 'insufficient privileges' (see screenshot).
