upgrading from 12.4 to 14.4, giving error about non-ubuntu repositories

Bug Description

attempted to change the repositories available in the package manager after the first time i received error. rebooted and tried a third time and failed..
currently using 12.04.5
package is 5.2.10
expected upgrade
it did not
