window overview not accessible with Orca Screen Reader

Bug Description

If you open some windows, then using your keyboard press super+a, or super+s, orca the screen reader for the blind, is unable to access any elements of the overview windows, and pressing the arrow keys and the tab/shift tab keys apparently does nothing, and i can't hear anything as a blind user.

steps to produce with keyboard:
1: press super+space, type orca and press enter, so the ScreenReader is on.
2: press super+space, and open two or more apps with slingshot.
3: while your windows are open, press super+a, or super+s, and try to use your keyboard to interact with the elements.
result: Orca is silent.
