Bug Description
iso 423
ubuntu neutron gre
3 controllers + ceph-osd
2 computes + ceph-osd
deployment failed on third controller, fist controller also marked with error but puppet appeared to succeeded without errors

this looks more like a performance problem. this may happen as state transfer that galera does is exhaustive for slow environments.
