Cobbler commands fail in the build node in Full HA mode

Bug Description
The puppet apply run on the build node completed with some cobbler issues.
puppet apply -v /etc/puppet/
Cobbler commands would not work, it would return this error
cobbler
httpd does not appear to be running and proxying cobbler, or SELinux is in the way. Original traceback:

Repeated puppet runs did not help.
I changed this variable to true and i was able to get apache and cobbler working on my build node
In the later stage of the deployment, when I ran the puppet agent on the control node, it complained with a horizon error.
Error: Could not retrieve catalog from remote server: Error 400 on SERVER: Apache:
I reset the apache variable back to false(that I had set to true earlier), to allow the puppet run to proceed succesfully.
So I need to toggle the value of apache:
