celery log files are not rotated

Bug Description

The celery.log file on our maas server of 10 nodes is at 120M running just a few months.

I think you should ship a rotate configuration for

/var/log/celery.log
/var/log/celery-region.log

dpb@courage:/var/log/maas$ ll -h | grep celery
-rw-r--r-- 1 maas maas 130M Aug 12 05:16 celery.log
-rw-r--r-- 1 maas maas 3.2M Aug 12 09:47 celery-region.log
