Bug Description
In Ubuntu 10.04 LTS, /etc/resolv.conf was a real file managed by Network Manager. In 12.04 LTS, the new default was a symlink to /run/resolvconf
In 12.04 LTS, name resolving continues to work. However, similar to bug #1308378 (see also bug #1000244) this becomes a problem when an upgrade from 12.04 LTS to 14.04 LTS is made.
Suggested wiki text:
* If the system was originally installed as 10.04 LTS, and then upgraded to 14.04 LTS via 12.04 LTS, network name resolving is not working. A manual workaround is needed. (Bug:1355868)
And the workaround:
cd /etc
sudo rm resolv.conf
sudo ln -s /run/resolvconf

I doubt there's much that can be done for the Network Manager written /etc/resolv.conf from 10.04 LTS era, so marking the resolvconf bug portion as Opinion.
