[updates] Shows "Software is up-to-date" while actually checking for updates

Bug Description

Hi,

with a phone with some updates to some Click apps available in the store, opening the Updates panel shows "Software is up-to-date" while this is actively being checked in the background. Once the check completes, the text is hidden and updates are shown.

I guess the initial text ought to be "Checking for updates" instead.
