Ubuntu - Block Storage service node install should include qemu-utils package

Bug Description

The installation instructions should include installing the qemu-utils package as cinder the volume manager requires the qemu-img utility for converting images. Without installing qemu-img, cinder is unable to create volumes from images resulting in the following error message:

qemu-img is not installed and image is of type qcow2. Only RAW images can be used if qemu-img is not installed.

Is this a packaging bug or a doc bug? Did ubuntu packagers have a reason not to include qemu-img? Does it get installed with glance or nova instead of cinder?

The qemu-img package is not installed with any of the base packages (nova, glance, cinder, etc) that I am aware of. I believe this may be a document issue as cinder appears to work properly with out this package. It would be nice if the package was included in the base cinder package though I do not think it is necessary. I think it would be good enough to provide documentation stating that this package should be installed to support the conversion of images to a format that properly works with cinder.

Correction ... it does look like the qemu-img package is installed on a compute node host though it does not resolve the issue when cinder is on a separate host.

The package is now installed as a cinder-volume dependency on Ubuntu.
