Please sync postgresql-debversion 1.0.7-4 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Rebuild against postgresql-common with 9.4 as default
  * Use dh-autoreconf instead of autotools-dev to fix FTBFS on ppc64el
    as well by getting new libtool macros.
