No backward compatibilty for old notifier drivers

Other projects like Cinder and Neutron that switch to oslo.messaging have added entry points for old notifier drivers to retain backward compatibility [1] [2]. The same hasn't been done for Heat though.

    Add backward compatibility for notification_driver

    Declare additional entry points for notification_driver option to avoid
    breaking existing deployments that may use deprecated values.
