Populate xstatic-core and xstatic-ptl ACL groups for Gerrit

Bug Description

The xstatic-core and xstatic-ptl groups were created to manage access to all the stackforge/xstatic-* repositories, which contain packages with javascript libraries used by Horizon. The repositories are now created. but the groups are empty.

They should be initially populated with the same users, as the corresponding horizon-core and horizon-ptl groups.

I've added horizon-core and horizon-ptl groups to the xxstatic-core and xstatic-ptl groups correspondingly.
