The Bluetooth connection cannot be controlled by the wireless hotkey

The wireless hotkey could turn the wireless on/off normally, but not the Bluetooth.

Steps:
1. Install 12.04.5 (3.13.0-33), boot to desktop
2. try to control the wireless / bluetooth connection by pressing the wireless hotkey (fn + f8)

Expected result:
* Wireless / Bluetooth could be controlled by the hotkey

Actual result:
* Only wireless could be controlled

Debugging information:

Verified on 201309-14211 with 3.11.0-26 kernel

Wireless key could turn Bluetooth off, but with the following sequences:
ubuntu@201309-14211:~$ rfkill list
1: tpacpi_bluetooth_sw: Bluetooth
 Soft blocked: no
 Hard blocked: no
2: phy0: Wireless LAN
 Soft blocked: no
 Hard blocked: no
4: hci0: Bluetooth

(press the hotkey, they all blocked)

For the system mentioned in comment #5
I found another bug report [1] that has something to do with it,
situation stated in comment #4 is identical to this case (wireless device on/off cycling).

But unfortunately, the link in comment #7 is unable to provide any clues now.
