Initialize and configure the database in OpenStack Installation Guide for Ubuntu 12.04/14.04 (LTS) - icehouse

On Ubuntu 14.04, the section for adding to the .py file for "SESSION_ENGINE = 'django.core.cache.backends.db.DatabaseCache'" seems to cause the dashboard to stop working.

    Remove install guide dashboard session section

    After another bug report about configuring dashboard sessions
    using the installation guide, I decided to update the Icehouse
    version to reference the Cloud Administrator Guide similar to the
    Juno version.
