[reboot] default alarm time is 00:00

Bug Description
When I set an alarm I'm almost always setting a reminder for some point in the near future or a wake up call for my usual morning.
Every time I set an alarm in clock reboot the time defaults to 00:00. Every time I have to spin quite a bit to get to the time I want to set. Might it make more sense to have it default alarms to Now+1 rather than 00:00?

That's an excellent point. I'll update the spec for the default time to be the current time rounded to the next '5 minutes unit'
e.g.
5:06 -> 5:10
5:12: -> 5:15
Etc.
