heat-keystone-setup-domain needs to check if user is admin

Bug Description

heat-keystone-setup-domain script is supposed to be executed by a user with admin privilege, or else no domain can be created.

The script needs to check this and yield proper error messages.

    Privilege checking for heat-keystone-setup-domain

    This patch added additional exception handling so that a non-admin user
    will understand why his/her attempt to run this script failed.
