python-rabbit package is required for the connections cleanup script

The RabbitMQ connections cleanup script introduced as a workaround for race condition introduced by oslo.messaging heartbeat patch (in turn required to address the HA problem tracked in https://launchpad.net/bugs/856764) need pyrabbit module packaged as python-rabbit RPM and DEB package. Please package this module for CentOS and Ubuntu, we need it to be present in package repositories for 5.0.1, 5.0.2, and 5.1.
