Bug Description
Provide a way to reprocess offline exceptions, in the UI, of course. :)
So, for example, say you upload and process 1000 transactions, and get 500 exceptions related to permissions. You should be able to fix your permissions and then reprocess those 500 transactions that failed. I'm also inclined to say we could benefit from the ability to cherry-pick which of the failed transactions to reprocess, and the process should be iterative, so you can try again and again until everything is resolved.

Possibly related, it has long been a hope of mine to stop storing transactions on the server in a file, but rather transfer them from the upload file into the database, which would provide a lot more flexibility w/ transaction management.
