The link is valid, the problem is you aren't logged into the QA tracker. When visiting that page without being logged in it gives you the Oops! page:

"Oops!
The resource you tried to access doesn't exist. This can happen because of an invalid link or because of a bug.

Please make sure you didn't type in an invalid URL and try again.
If the error persists, report a bug here: https://launchpad.net/ubuntu-qa-website/+filebug"

The link works fine if you're logged in.

The site should be fixed so the link redirects you to the login page if you are not logged in, and then redirects you back to the subscriptions page after login.

Confirmed. The subscription management page should forward you to the SSO login page if you're not logged in already.
