openibd should start before openvswitch on ubuntu

 Mellanox (ofed team) should find better solution for service dependency in upstart.

we should target to remove the workaround in fuel 6.0

    Updating mellanox_openstack manifests for Fuel 6.0

    * removed openibd workaround for upstart bug,
      this was fixed in the OFED drivers.

    * removed mlnxvif package which is no longer used
      and previous vif_driver configurations.
