Bug Description

Moving relnotes into the same build task as the other PDFs in
https://review.openstack.org/111284 has caused the Release Notes PDF to start including table of contents and preface. Preface is easy to get rid of, but table of contents is generated based on the pdf_use_toc setting in common_conf.py, I haven't found an obvious way to override that for a single PDF.
