oxide does not deliver language prefences to the websites

The start page of Web browser (Ubuntu start page) is in English, even though the phone language is set to Finnish and browser itself is in Finnish.

This is probably because the headers don't deliver the language settings correctly.

On my Nexus 4, https://panopticlick.eff.org/ gives "text/html, */* gzip, deflate en-us,en;q=0.8" as HTTP_ACCEPT Headers, while on my desktop it's "text/html, */* gzip, deflate fi-fi,fi;q=0.8,en-us;q=0.5,en;q=0.3" (where correct language is shown on web sites).
